Segundo ele, assim o Congresso recupera o poder de organizar o Or\u00e7amento, enquanto o governo fica com a fun\u00e7\u00e3o de execut\u00e1-lo. \u201cEssa PEC da desvincula\u00e7\u00e3o, se realmente for entregue no Congresso, julgo que \u00e9 muito bom porque o Congresso recupera um poder que hoje ele n\u00e3o tem, que \u00e9 de montar o Or\u00e7amento. E a\u00ed o Executivo fica com a grande fun\u00e7\u00e3o de executar o or\u00e7amento\u201d, disse Mor\u00e3o ao chegar ao Pal\u00e1cio do Planalto.<br \/>\nSegundo ele, a PEC da desvincula\u00e7\u00e3o poderia tramitar ao mesmo tempo que a proposta de reforma da Previd\u00eancia sem que esta se enfraque\u00e7a. \u201cN\u00e3o julgo que atrapalhe [tramitar reforma da Previd\u00eancia e PEC da desvincula\u00e7\u00e3o da receita ao mesmo tempo]\u201d, afirmou. Mais cedo, Mour\u00e3o estava no munic\u00edpio de N\u00e3o-Me-Toque (RS). L\u00e1, ele participou da abertura da 20\u00aa Edi\u00e7\u00e3o da Expodireto, uma feira internacional de agroneg\u00f3cio. \u201cFeira maravilhosa, de material agropecu\u00e1rio.
